It is enough to be an adult, provide proof of the marital status, of being unmarried and proof of residence. The future spouses must file a portfolio at least one month before the publication of banns with the court of the district chosen for the celebration of marriage.

Furthermore, since in a fairy tale, even the details matter; the City Hall of Noumea offers a certified translator to exchange vows in the mother tongue.
